Role overview

Prime Recruitment Services is recruiting a Park Warden to work at Falls Park on behalf of Belfast City Council.

The successful candidate will help ensure that parks, open spaces, buildings and facilities are safe, secure and welcoming for members of the public. The role involves regular patrols, enforcement duties, customer service, incident reporting, opening and closing facilities and working alongside external agencies, including the Police Service of Northern Ireland.

Working hours

The position operates on a four-week rota, working five days out of seven.

The annualised working year is divided into:

  • Summer period: 32 weeks at 42 hours per week

  • Winter period: 20 weeks at 29 hours per week

  • Average working week: approximately 37 hours

The rota includes early and late shifts. Early shifts may begin at 6:30am, while late shifts will normally finish one hour after the park closes.

Weekend working is required.

Main responsibilities

The Park Warden will be responsible for:

  • Patrolling parks, cemeteries, allotments, playgrounds and other public spaces.

  • Enforcing council by-laws, dog control orders, litter regulations and alcohol restrictions.

  • Identifying and responding to anti-social behaviour, littering, dog fouling, graffiti, vandalism and fly-tipping.

  • Issuing warning notices and fixed penalty notices where appropriate.

  • Gathering evidence and preparing reports that may be used in formal hearings or court proceedings.

  • Working alongside the PSNI and other statutory or partner organisations.

  • Opening, closing and securing park buildings, facilities and designated sites.

  • Maintaining orderly conduct and helping to ensure the safety of park users.

  • Responding to complaints, incidents, accidents and emergencies.

  • Completing incident reports, inspection records and other required documentation.

  • Carrying out routine inspections of paths, lighting, playground equipment, furniture, buildings and public facilities.

  • Reporting hazards, faults, damage or maintenance requirements.

  • Removing litter, waste, broken glass and other hazardous materials.

  • Making damaged or vandalised areas safe where possible.

  • Updating park signs and displaying temporary notices when required.

  • Carrying out daily vehicle and equipment inspections.

  • Using radios, mobile devices, body-worn cameras and other council equipment.

  • Driving council vehicles as required.

  • Providing information, advice and assistance to members of the public.

  • Supporting community groups, schools, events and park activities.

  • Delivering guided walks, tours and talks when required.

  • Providing first aid assistance where appropriately trained.

  • Supporting security and customer service duties at council events.

  • Safely handling animals, including dogs, horses and wildfowl, where necessary.

  • Following all council policies, health and safety requirements and operational procedures.

Essential criteria

Applicants must:

  • Hold a full, current driving licence that permits them to drive in Northern Ireland, or have access to suitable transport as a reasonable adjustment.

  • Have at least one year’s relevant experience dealing with members of the public in a face-to-face environment.

  • Have at least one year’s experience working in a security-related role, such as carrying out patrols, opening or closing buildings, setting alarms, recording incidents or working with the PSNI.

  • Have at least one year’s experience working in an enforcement or legislative role, such as litter enforcement, dog control, alcohol enforcement or a similar regulated environment.

Applicants must also demonstrate:

  • The ability to prepare accurate incident and enforcement reports.

  • Confidence communicating with members of the public, community groups and statutory organisations.

  • The ability to work effectively as part of a team.

  • Good judgement and decision-making skills.

  • A strong awareness of health and safety responsibilities.

  • The ability to remain calm and professional when dealing with difficult or confrontational situations.

Desirable experience

Preference may be given to applicants who can demonstrate:

  • At least two years’ experience working in a security-related role.

  • At least two years’ experience working in an enforcement or legislative role.

  • Previous experience working within parks, public spaces, local government, security, community safety or environmental enforcement.

  • Experience preparing reports or evidence for formal investigations or court proceedings.

Additional requirements

The successful candidate may be required to complete training in areas such as dog control enforcement, litter enforcement and council procedures.

The role requires outdoor working in a range of weather conditions and may involve walking for extended periods, dealing with difficult situations and handling waste or hazardous materials using appropriate protective equipment.
