💼 Business Support Officer – HR and Administration
📍 Location: 4–10 Linenhall Street, Belfast, BT2 8BP
💷 Pay rate: £20.66 per hour
⏰ Hours: 37 hours per week
📅 Working pattern: Monday to Thursday, 8:30am–5:00pm, and Friday, 8:30am–4:30pm

Prime Recruitment Services is recruiting a Business Support Officer to work within the HR and Administration team at Belfast City Council.
The successful candidate will support the management of human resources matters across the City and Neighbourhood Services Department. This position will initially be office-based until the successful candidate is fully trained.
⚠️ The role will primarily support the sickness absence team. Applicants must have experience managing a high volume of complex absence management cases.
📋 Key responsibilities

👥 Provide advice and guidance to managers and employees on HR policies, procedures and employment matters.

🩺 Support the management of complex sickness absence and attendance cases.
-
📑 Prepare Occupational Health referrals and maintain confidential medical correspondence.

📊 Produce absence management reports for case review panels.
-
⚖️ Assist with disciplinary, grievance, capability and employee relations procedures.
-
🔍 Undertake investigations relating to specific personnel matters.
-
💻 Support recruitment, payroll, staffing, learning and development, and work-life balance processes.

🗂️ Assist with Freedom of Information and data subject access requests.
-
📈 Produce accurate performance, compliance and HR management reports.

🎓 Supervise, train and support assigned HR and administrative staff.

👋 Coordinate induction training for new employees.

🤝 Work effectively with managers, employees, Trade Unions and external service providers.

✅ Ensure all work complies with council policies, employment legislation and data protection requirements.
🎓 Essential criteria
Applicants must have either:
-
A third-level qualification in a relevant subject, such as Business Studies or Human Resources, and at least one year’s relevant experience in each of the areas outlined below;
or

At least two years’ relevant experience in each of the following areas:

👥 Providing advice and guidance on HR policies and processes.

💷 Supporting staffing, payroll, work-life balance, learning and development, Freedom of Information and subject access requests.

🤝 Working effectively with Trade Unions on HR matters.

⚖️ Participating directly in attendance management, disciplinary and grievance procedures.

📋 Managing employee resourcing and staffing matters.

Applicants must also demonstrate:
