π Responsibilities
As the Human Resources Manager, you will:
- β Provide expert advice and guidance to senior managers and staff on HR matters, including employee relations, attendance management, training and development, and employee resourcing.
- β Oversee the implementation and compliance of HR policies, ensuring alignment with relevant legislation and best practices.
- β Manage and supervise departmental HR staff, ensuring efficient and effective service delivery.
- β Lead investigations and hearings related to disciplinary, grievance, and capability matters.
- β Monitor and manage attendance, including compliance with absence management policies and procedures.
- β Collaborate with corporate HR to oversee recruitment, workforce planning, and agency worker engagement.
- β Develop and implement departmental learning and development strategies.
- β Contribute to the formulation and review of council and departmental policies, strategies, and performance indicators.
- β Maintain accurate personnel records and ensure compliance with data protection legislation.
- β Represent the department in consultative meetings with trade unions and staff representatives.
π Qualifications
To be considered for this role, you must meet the following criteria:
Must-Haves π
- π Hold a third-level qualification in a relevant subject such as Human Resource Management, Business Studies, or an equivalent qualification.
- π Be a current, full professional member of the Chartered Institute of Personnel and Development (CIPD) (Associate, Chartered Member, or Chartered Fellow).
- π Have at least two years of relevant experience managing HR issues at a middle management level in a large, multi-disciplined, unionised organisation (100+ employees).
- Proven experience with:
- βοΈ Providing advice and support on HR and employee relations issues, including recruitment, disciplinary, grievance, and attendance management.
- βοΈ Managing HR and employee relations in line with policies, procedures, and legislative requirements.
- βοΈ Supervising and managing staff using performance management principles.
Nice-to-Haves π
- β Three years of relevant experience in the areas mentioned above.
- β A higher relevant qualification, such as a Masterβs in Human Resource Management or equivalent.

- π€ Collaborate with senior managers to address HR and employee relations issues.
- β Oversee recruitment activities and workforce planning within the department.
- π Monitor and report on attendance and absence management to ensure policy compliance.
- π΅οΈ Conduct investigations, hearings, and consultations with trade unions and staff representatives.
- π Maintain accurate HR records while ensuring compliance with data protection regulations.
- ποΈ Support the development and implementation of departmental learning and development strategies.
